Mr. Monineath EL

Mr. Monineath EL joined AMRO as an Associate under the Secondment Program from Cambodia’s Ministry of Economy and Finance (MEF) in May 2022. He contributes to surveillance work for Cambodia and Korea.

Prior to joining AMRO, he worked at Cambodia’s Ministry of Economy and Finance for five years. He is experienced in fiscal policy, tax policy and tax incentive. As a Deputy Chief of Public Finance Policy Division, he prepared the tax incentive scheme for the New Law on Investment and formulated the Revenue Mobilization Strategy 2019-2023. He also supported the preparation of the Medium-Term Fiscal Framework, and formulated the policy framework on the preparation for implementing personal income tax in Cambodia.

Mr. Monineath obtained a Master of Economics from Chiang Mai University, Thailand in 2017 under scholarship program. He also holds two bachelor’s degrees: Bachelor of Economics from Royal University of Law and Economics and Bachelor of International Studies from Royal University of Phnom Penh, Cambodia.
