Mr. Utamura leads the Budget, Human Resource and Support Service Group for the ASEAN+3 Macroeconomic Research Office (AMRO). The group is responsible for AMRO’s annual budget planning and expenditure management, financial accounting and preparation of financial statements, human resource and talent management, procurement management, IT planning and support as well as other administrative support.

Prior to joining AMRO in 2016, Mr Utamura served in the Ministry of Finance of Japan for 18 years. His extensive career in the area of international finance includes Director for Asian Financial Cooperation and Senior Deputy Director of MDBs (Multilateral Development Banks) division. He also served as Executive Director representing Japan, Argentina, Austria, Brazil and Saudi Arabia at the African Development Bank from 2007 to 2010 as well as Deputy Budget Examiner at the Ministry of Finance, Japan from 2011 to 2013.

Mr. Utamura holds a Master of Philosophy in Economic and Social History from University of Cambridge in the UK and a B.A. in Economics from Tokyo University in Japan.
